The project of Xiangjiaba hydropower station is one of the most importantprojects of the "West-East electricity transmission project" implemented by ourcountry, it means a lot to accelerate the development of hydropower in Jinsha River,promote the implementation of the western development strategy, achieve the optimalallocation of energy resources and improve the ecological environment.Due to theflooding impacts of Xiangjiaba hydropower station, primary Suijiang County needsrelocation, meanwhile the communications of Suijiang will be fully paralyzed. Withthe orderly construction of new county in Suijiang, in order to ensure normalcommunications of users in the region after the relocation of the new countyandstrengthen the effective management of urban space and the rational allocation ofresources.After conducting a field investigation and discussion to Suijiangcommunications, Telecommunications companies prompt a more modern designcomparing the original old networking modes and communications technology. It isthe rational use of resourcesand fully compatible with technical equipment for thetelecommunications industry and communications technologies.This paper probes into the condition of the telecommunications access networkand the problems existed, analyzeits application and the status quo in our country, andapply the new network model to the design of Suijiang communication system. Thuswe propose a FTTB+LAN and FTTB+ADSL network model design based on passiveoptical network EPON technology. The second chapter introduces therequiredanalysis and design principles of the MAN in new county of Suijiang, giving thedesired network architecture and designing scheme of MAN, including the networkingmode of telecommunications terminal users andthe design of local pipe network. Thethird chapter describes the rehabilitation design of wired access network at the wholesubmerged Suijiang County town, proposes suitable OLT building programs、theconstruction of networking and access network programsaccording existingissues,including the program and management of broadband、network managementand protection.The fourth chapter describes the rehabilitation of the telecom basestation in whole flooded Suijiang County town, determines the route of optical-fiberlink and the way of lyingbetween the base stations, and defined the layout andequipment selection of the room of telecom base station.On this basis, we conduct simulation to the wireless transmit signalsof telegraphic base stations aimingAt the complex terrain in Suijiang, givingthe review information table of CDMAnetwork infrastructure.The last chapter describes the rehabilitation oftelecommunications room in Suijiang County, including the contents of two aspects:the design and equipment selection of machine room of telecommunications officeroom and two sub-rooms, which provides a solid foundation for the construction andmaintenance of the base stations.This paperprosper a series of solutions for the cable into the plot、the building、the households and selection of base address,entering the stage ofimplementation.Although the content studiedand designed by the article has reached apractical stage, but it should be careful in the selection of equipment. For example thelaying on the line need to carry out the investigation of complex terrain, but with theprogress of the project, the improvement of device compatibility and line pipeconstruction should be take into consideration in the following research.
