Design And Implementation Of Compliance With Tax Evaluation System Based On JavaEE

The specialized management of large enterprise appeared on the historical stage when a new round of tax reform began. The core concept of the large enterprise’s management is the implementation of compliance management. Only after evaluated the degree of taxpayer’s compliance, a series of measures of compliance management, such as the guidance of compliance, the control of compliance and the response of compliance can be carried out pointedly. So to establish compliance with tax evaluation system will be the beginning of compliance management. At present, the taxpayer’s credit rating is the only way for tax authorities evaluating the tax compliance. How to exploit the continuous data from the tax collection and administration system to provide objective and dynamic evaluation has not been practiced really until today. Therefore, if the tax authorities can not establish a effective tax compliance assessment system by using intelligent evaluation method, the compliance management of large enterprise will not be able to be carried out, and then it will become an armchair strategist.This thesis elaborates the essentials and meanings of the research and the significance of operating compliance with tax evaluation by tax authorities, introduces the current situation of carrying out compliance management in China by tax authorities, on the basis of fully survey of the evaluation of tax compliance management of large enterprise by tax authorities, and according to the tax authorities’ assignment of responsibility, analyzes the working process and actual demand, sets up a model of system data and process by using the data flow graph, ER diagrams. This thesis also researches the whole framework and date base of the compliance with tax evaluation system, designs and encodes each functional module and its sub module of the system. On the basis of taking compatibility of tax management system into fully consideration, this system is designed with Struts2+Spring+Hibernate frameworks and Java EE and B/S schema. The system achieves the following five main functions: dynamic maintenance and management of assessment index, evaluation objects index score, reports designed and generated, a synthetic analysis according to the evaluated results, comprehensive analysis of the evaluation results and so on which will evaluate the degree of taxpayer’ compliance from objective and dynamic perspective through the continuous data from the tax collection and administration system. In this thesis, the compliance with tax evaluation system is designed and realized by analysis of evaluation information-oriented of the large enterprise and according to its actual requirement. On the basis of elaborating the significance of basic research, the articleintroduces the application of Java EE in the compliance with tax evaluation system, analyses the process of tax compliance evaluation and application requirements. Respectively with the aid of the entity relationship diagram and data flow diagram to build the data model which provides the application of the system architecture design and offers a new method for evaluating the degree of taxpayer’ compliance from objective and dynamic perspective through the continuous data from the tax collection and administration system. Through the application result, the tax authorities can utilize this system to know the compliance of large enterprise accurately and get the dynamic and complete compliance evaluation(such as tax declaration in time, tax declaration accurate, tax paying on time and so on) which may propose the correct coping strategies on time through the data of compliance with tax evaluation.
