At present, China has become the superpower of the Internet in the world, the total number of the Internet user is more than 564 million. In recent years, micro blog has attracted a huge number of users by the virtue of its own features as openness, grassroots, equality and the convenience of communication. And it has developed rapidly. Among them, the young users of micro blog are the most important component. The development of micro blog provides an important platform for political participation for the public, promotes the awakening of citizen consciousness and stimulate the Chinese people’s enthusiasm of supervision on the public authority and social affairs, and make the "public microphone" Time more practical significance. Micro blog has occupied an important seat in China’s democratization process, which is an indisputable trend.Currently, more and more young people are using Micro blog. The reason why the micro blog is so popular in youth mainly because it satisfies the youth by knowledge, making friends, getting happiness, making development and some other psychological emotional needs. Meanwhile, according to "China Social Public Opinion Annual Report (2012)" reported by the Public Opinion Research Office of Chinese People’s University, the largest source of the information of public opinion events in 2012 is micro blog, which has became the largest public opinion course. The focus of Chinese media quickly shifted to the micro blog. The first choice of Internet users to break the news to public is turning to micro blog. Therefore, micro blog has played a more and more important role in promoting emergencies, setting the public agenda, bringing together community resources and generating public opinion. In the near future, micro blog may change the ecological and the political environment of Chinese directly, so that the strong side will have to consider about the people. What micro blog has promoted is the balance of the whole society political ecological. In this context, the government-micro blog was born. The author believes that the appearance of the government-micro blog is a stress response, as well as a method to explore how the network to guide the public opinions. But, the government-micro blog is immature and has many problems. How to use micro blog to guide public opinion has been an important public issue for the government. The youth, as the primary component of micro blog user’s, study how government-micro blog impact on which is extremely important. Therefore, this paper is also trying to give some suggestions on how the government can make more positive acts on the youth by micro blog network mobilization.
