More and more local TV stations are willing to buy copyrights of TV program formats abroad since China’s got talent variety show produced by Shanghai Media Group(SMG) achieved a huge success in 2010. In the Chinese market, an increasing number of variety shows modelled off overseas are marching into Chinese homes, with almost all programs being broadcasted over satellite TV stations. The duplication of overseas TV programs has played a pivotal role in the television market. Domestic TV stations reform the programs to be localized, however, it triggered that a bunch of TV stations to copy each other. It seriously hinder the sound development of China’s television industry, at the same time it reflected the drawbacks of TV production mechanism.The core value of TV program format is a cultural production. The production mostly replies on the support and guarantee from institutions.The core value of TV program is a cultural product. In terms of the program format research, it includes the micro level factors in an internal environment and the macro level factors in an external environment, which can be elaborated as internal instruction and incentive and guarantee plans respectively. From the stations’perspectives, the innovation and development of programs can not be built from the bottom up, like one Chinese saying’Wade across the stream by feeling the way’. It should be built under a top down’systematical scheme’. Therefore, to conduct a systematic research of program format mechanism, it has theoretical significance and can also be applied to practical production.The core issue of the dissertation is to discuss the’Mechanism for television program format production line’. Programs and innovative practice produced by SMG have been selected as the study participant. One need to keep an eye on the demerits of domestic TV program format production mechanism and to gain experience from overseas simultaneously.The purpose of the study is based on the managerial perspectives, trying to find out the practical and effective methods to stimulate the originality of programs formats from strategic planning to mechanism guarantee, to optimize the resources allocation from the programs initiatives to various production processes.The thesis is based on a wide range of theories from Communication, Journalism, Economics, Management and so forth. First of all, one need to sort out the definition and characteristics of the existing TV program formats, figure out the status quo of China’s TV production industry, and to obtain the advanced experience of TV productions worldwide. Secondly, one need to give an overall analysis of features, core values and the unveiled cultural phenomenon of TV program formats, with the focus on what SMG has done in innovative practice. The study is combined with Creative workshop project and Mamma Mia! and other cases produced by SMG. From these cases one need to present a point to plane analysis on innovative strategies and its result, including TV production process, resource allocation, design of disciplines etc. To further discuss the common mistakes and its reasons of the present TV program format production mechanism, this paper aims to find out some emerging factors during the program production, such as policy risk, lack of industry chains, short-term profits and so forth.According to the experiences gained from overseas and the reality of Chinese TV industry, one need to put forward specific optimization suggestions combined with program formats development trends, such as media convergence, localized transformation and the current national condition. One also need to raise the direction of change of Chinese TV production mechanism which based on the type of management, platform construction, industry chain extension and so forth.
