The Research On Quality Evaluation Model Of Open Access Scientific Paper

For the current open access(OA) paper quality problems, the traditional quality control methods hardly meet the requirements to ensure the quality of academic information.This dissertation introduces the concept of quality management, studies on the scheme of open access(OA) paper quality control, discusses the effects of OA policies on the online posting behavior of university researchers and presents dynamic assessment model and academic evaluation theoretical model, including three main aspects: the policy-oriented influence, review mechanism and evaluation of academic influence. The main contents of this dissertation are as follows:Firstly, this dissertation overviews the significance and theoretical background of quality control of OA papers from three aspects: OA policy, review mechanism and evaluation system, combing with the relevant academic research status of OA quality control.Secondly, it gives a brief synopsis of the relevant theories of quality management involved by OA papers, mainly on several important theories of quality management theory and introduces theories of academic evaluation of OA paper.Thirdly, taking the “Chinese Scientific Papers Online” as example, it explains the influence of OA policies on academic quality of OA. The study found that the online posting quantity and quality have correlation with the policy guidance, and then integrates the findings to make suggestions to China’s OA policies.Fourthly, we point out the weaknesses of China’s current academic accreditation mechanism by comparing with international accreditation and propose a multidimensional dynamic evaluation model. Especially we rebuild the dynamic review process, emphasizing comprehensive assessment which were participated by experts, authors and readers.Fifthly, the key factors of influencing OA academic papers were analyzed and the relations between each factor and academic quality control was also reconfirmed in this part. In order to evaluate the OA papers, considering the interaction factors of authors, reviewers and readers, we build a theoretical model of academic influence evaluation.This study investigates quality control methods to adapt to different stages of the whole process of quality formation. It has some reference value for both formulating and improving policies, review mechanism, evaluation system to China’s OA papers.
