City TV station is the third level of the media circle in China and is also one of the most important parts of the broadcasting and TV industry. In terms of traditional services, the room for the development of markets has been relatively small, due to policy limitations to coverage and dissemination. Meanwhile, with the development of new technologies, a lot of new media has appeared which has caused the severe competition in the market. However, from the perspectives of media broadcasting and TV competition, the new media structure is a positive stimulus to city TV stations, which not only brings challenges but also opportunities.To succeed in the competitive media market, city TV stations take a lot of initiatives, such as making full use of new media and attaching much importance to the quality of programs and their editing and broadcasting, i.e. the two “wings” for the development of TV channels. Recent years have witnessed the end of the era when TV stations could succeed only depending on a particular program. It is now unlikely for a TV station to win the competition in this way. Therefore, nowadays most TV stations are working on taking advantage of limited resources by combination and renovation to dominate the market. Some stations have explored many practical strategies during this process and have achieved apparent effects during competition in reality.This study started from the necessity and practicality of the program editing and arrangement and analyzed the transmitting features, modes, and the editing differences of city TV stations. It also illustrated the viewing behavior of local audiences, whose loyalty decides the connection and closeness between the TV stations and audiences. During the new media era, city TV stations have encountered a lot of barriers in terms of program editing and arrangement. How to adapt to the new time and the recipients whose modes of viewing are changing is an important issue. In this sense, city TV stations have their problems but they are also facing new opportunities. Therefore, to improve the editing and arrangement of programs is not only the strategy to face new competitions but also the need to develop themselves.As one of the city TV stations and a sub-provincial level TV station, Changchun TV Station has been trying and exploring new strategies for program editing and arrangement. This study summarized these strategies into eight aspects and tested their validity using data of audience rating, tables, graphs etc. At the same time, it attempts to provide some reasonable and feasible suggestions in terms of some problems occurred in the editing process of the Integration Channel of Changchun TV Station in order to perfect the programs.With the fast development of mass media, the development of city TV stations has also shown new features. Currently, the cooperation among city TV stations is becoming more extensive, from the production of programs to the broadcasting network of different regions. The programs’ editing and arrangement has also seen some changes. Detailed analysis of this phenomenon could contribute to the theorization of program editing strategies. This study examined this issue using case study methods. At the moment, the lack of seasonal programs is also a common problem. This study addressed the necessity of this kind of programs in the new era and illustrated its significance for the innovation and sustainable development of new programs.This study is focused on three major points:How should city TV stations deal with the severe competition in terms of the editing and arrangement of programs?Are the strategies and methods used for program editing and broadcasting practical? How are the effects?Using the Integration Channel of Changchun TV Station as a case, this study will systematically organize and analyze the new editing and broadcasting methods, which will be used as a reference for the future.This study adopts case study as the main method. Using comparative analysis and inductive summary, it examines the perspectives and strategies for the production, editing and broadcasting of certain programs of the Integration Channel of Changchun TV Station and those of other city TV stations. Through comparing and analyzing the rating statistics, audience feedbacks and other relative data, this study aims to find out factors that might contribute to the different quality of city TV stations’ programs and provide useful suggestions for their improvement.
