In recent years, with an improving level of television’s marketization, television programming quickly has advanced from a "supporting role" to the "hero", and its dominant role is being strengthened and highlighted. TV scheduling has reached deeper—from previously the unconscious scheduling to currently the elaborate one. The arrangement well-tailored for certain festivals have gained especially close attention, which exhibits TV culture phenomenon related to the general theme of the festival, namely TV schedule phenomenon. Tightly obeying the audience-oriented theory and the inherent laws of TV, scheduling TV programs depends on time when audiences watch TV and their mental states.When they develop, various countries and regions form different political, economic and cultural patterns. As a way of public communication, the television media plays a role that transmits political messages, orients the masses to certain value and entertains the public, and those functions matter to different extents in different countries. In mainland China, the TV is given the triple missions, respectively political, social and economic influences. Hence, TV scheduling in mainland has different proposes accordingly. Organization and production of the content of TV programs are products of cultural, political, and economic demands.In the process of deepening the reform of TV system in our country, industrial property of television media has grown increasingly prominent. Without the protection of the financial support, television media has now totally exposed to the fierce media competition for ratings. Although, the TV schedule, to be objective, is beneficial to the social responsibilities and the historical missions of television media, its real propose is to gain ratings as many as possible by helping audiences form new habits on watching TV. All in all, the TV schedule can help to gain a double harvest socially and economically. Anyway, its fundamental aim is to seek market.
