In recent years, along with the direct impact from macroeconomic and economic globalization, the market competition is getting intensified. Such market competition is ultimately the competition of the quality of labor. Vocational education as an important type of higher education is facing all aspects of society, in the form of public-oriented education, aims at training a large number of the first line of higher technology applied talents. Improving vocational education is of significance for achieving sustainable development of China’s economy. As to improving the quality of personnel training in vocational education, the education reform is essential. Nowadays, teachers in most vocational colleges have started conducting flipped classroom-based teaching model. Flipped classroom teaching includes the concept of project-oriented style, mission-driven, guided text etc. However, the IT support for the flipped classroom is far from enough, due to the new ways in teaching like the widely used of micro-video technology. To this end, the College presented the requirements for the design and development of the system platform for flipped classroom.According to the specific business processes of flipped class model, we classify the system users into three groups, system administrator, teachers and students. Accordingly, the whole system is divided into three subsystems. From the system function aspect, the system is divided into five parts:curriculum resource management, online learning, exchanges and discussions, evaluation, system maintenance. We firstly carry out the requirements analysis, and then present the overall system design objectives, system logic architecture and technical architecture. As to the implantations, we give the detailed design of the main classes of system implementation, the main function of the timing diagram, database and other features. Finally, the systematical test is given. The system uses advanced J2EE specification and realize the B/S three-tier structure. The software development is following MVC design pattern, using multi-level, component-based, modular software design, thus ensuring the system scalability and flexibility.The design and implementation of the flipped classroom teaching platform for vocational colleges is based on the characteristics of vocational students. The platform is built on the current teaching platform, and following the teaching reform of the vocational education. It turns out that the teaching platform works closely with the common classroom-teaching, and allows the students to participate in the teaching process, to achieve by real practicing. Thus this platform truly helps on level-teaching and flipped classroom teaching.
