Especially in the financial industry more developed today, Newspaper Group should take into account the various professional and risk capital operations carried out.China’s newspaper industry has been relied on national policy so far. As a result, it lacks of the main market, and the management system is dull. Though, with the reform and opening up over the past decade, many newspaper industry are set up in the form of enterprises and company ecological groups are established around the media business, risk management is lagging behind relatively than other industry and unable to adapt to market competition, which is subjected to the limit of the system and the deficiency of market mechanism. In view that the establishment of main market must face all kinds of risks independently, so it will be the key to decide how far to develop and how much space to get that whether or not we will establish a comprehensive risk management system.Based on the theory of comprehensive risk management techniques, this paper firstly has a systematic research on comprehensive risk management theory. Beginning with the study of current situation of the development and historical development, combined with the current domestic and international research results, the paper studys and analyses this theory in detail and find out the internal elements suitable for China’s national conditions. Then, based on the operation situation of newspaper group, it is put forward to use Comprehensive risk management concept on Traditional risk management system of Newspaper group. At the same time, pointed out that the newspaper group to address the risks must build their own comprehensive risk management system. Thirdly, from the internal and external environment of peninsula media group faced, the paper builds the peninsula media group’s overall risk management system. Finally, according to the study results of peninsula newspaper group, it establishes how to implement comprehensive risk management system for the group and puts forward the solution to the problem.Based on studying and accessing to a large number of literatures about Comprehensive risk management, newspaper group risk management and internal control, it is found that there is no research and discussion on comprehensive risk management system construction currently. Combined with Peninsula Media Group’s present management and future development plans,the paper has a systematic study of the building of Peninsula Media Group’s comprehensive risk management system.It fills this research gap and promotes the use of comprehensive risk management on newspaper industry.
