The Design And Development Of Regional Food Safety Detection And Risk Early Warning System

In recent years, with rapid development of national economy growth, China’s food safety problem is becoming worse and worse because of some enterprises over pursuing profit, imperfection of food safety regulations, being below even lacking of standards related food safety, severe pollution of raw material for food production, backward food production technology and etc. Meanwhile, food is the base of human survival and development, so its safety affects life and property safety of human being directly. Therefore, how to ensure food quality and safety has become a top priority for supervisory agencies.Food and Drug Administration of S City, as the main force being responsible for food quality control in the region, keeps increasing supervision with multiple means in order to reduce the frequency of food safety accidents so as to ensure food quality safety of the region. One of the vital means to ensure food quality safety is to supervising and sampling. It detects and analyzes hazardous substance content of food through advanced equipment provided by detection agency lab. It aims to detect whether food on the circulation on markets complies with their safety standards. However, most of China’s food inspection relies on artificial management mode which shows low level of management and that promotion of work efficiency is limited by low data calculation ability and slow information transmission. When facing vast sampling tasks assigned by food and drug supervision department at this stage, many detection agencies feel overwhelmed because of low work efficiency. Otherwise, informatization of China’s food safety risk early warning is at the low level which lacks of efficient information-based means of food safety risk early warning so it’s difficult to transfer after-the-event mode to before-the-event mode.This paper will focus on the existed problems of food safety inspection agencies and food and drug administration of S City, combined with its own development demands, to research and develop Regional Food Safety Inspection and Risk Early Warning System. System development will be finished through implement of demand analysis, system design, key technology application research and system implementation with achievement as followed:1) electronization of inspection operation; 2) convenience of material management 3) intelligentization of data collection by laboratory appliance; 4) informatization of food risk early warning. The system can both make service quality of food inspection agencies achieve advanced level being useful, effective and accurate and improve the ability of food safety risk early warning of S City Food and Drug Administration. The system gives a profitable trial on carrying forward informatization of China’s food safety inspection management and intelligentization of China’s food risk early warning.
