Energy consumption in China has been on the rise for the past few years. With increasingly severe energy deficiency, how to effectively monitor energy consumption and how to scientifically predict the amount of energy consumption for each energy-consuming enterprise are a significant issue that closely relates to the development of those enterprises. The system proposed in this paper is specially designed for the construction projects of energy management systems for energy-consuming enterprises, aiming at establishing remote monitoring systems for energy consumption, locating the positions where energy is consumed and providing production information on energy consumption to create energy models, energy events, analysis mechanisms, etc.This paper focuses mainly on the design and implementation of hardware and software of the energy management system, including the application of the dynamic correction strategy, the data reconciliation algorithm, the optimal scheduling strategy, etc. It involves embedded Linux-based data acquisition equipment, i.e. the concentrator of the Wi Fi/GPRS series— OST3000, as well as the functional design of the software’s centre terminal. The target of this paper is mainly as follows: firstly, to complete the major structure design of OST3000, to transplant and tailor the operating system, and to finish the architectural design of the network and the functional modules; secondly, to analyze the primary technology routes of the development of energy management as well as the development of energy forecast technology, to realize the reconciliation of energy data through the optimal solution by adopting the prediction-based algorithm and taking the proposed data equilibration reconciliation model for reference, to compare the planned energy consumption amount with the actual quantity consumed by various investigated objects within the enterprise, and to predict the energy consumption of those to-be-investigated objects for a certain period in the future; and thirdly, to complete the system design of the support software for the centre terminal, to deploy basic relational databases, to compare the structural patterns of all adopted software, to design in combination with B/S and C/S, and to enable each functional module of the system.
