The Study On The Transformation Of Archives Social Service Function

Along with the continuous improvement of the economic system in our country, it becomes important measures of further liberating and developing social productive forces and stimulating creativity and cohesion of society to deepen reform in key areas and introduce to folk in important areas social service functions, which meets the industry guidance and benefits the transformation upgrading. Since the party’s eighteen session of third, Fourth Plenary Session, it requires playing a regulatory role in the allocation of resources foundation in the wider and deeper range for the function transformation of government service. As mentioned above, the archives management is an important guarantee for society health development and national economic growth in our country. During the specific management process, it will lead to waste of resources and loss of talents in social operation in case of inadequate utilization of existing mechanism and inadequate self-administration management for archives. This is contrary to configure resources regulation. In other words, from the view of public management, it is of important impact to other industries and even the overall economic to strengthen the archives’ social service functions. The transformation of archives administration management of social service functions in China is the inevitable choice of the development of public management countermeasures.In this article, based on the new public management theory, the problems and causes of archives management in China were analyzed in details. By the comparison of the relevant studies, this article could provide guiding suggestions for the reform of the administrative archives management in China. On the one hand, this article expounds reform and the present situation of the archives administration in our country, pointing out the problems and causes of administrative archives in our country. It also points out below points that the interest is the direct power generating factors of archives management, that imperfect mechanism is the political foundation of archives administrative management in our country, that the imperfect law system is cause administrative management lack of effective external constraint, and that the factor of system mechanism is the root cause of problems of archives management in China. On the other hand, based on the analysis of problems and causes of the administrative management, the necessity of archives management in China is discussed. This point is consistent with the science theory and applicability of previous new public management theory on this research. On top of the above basics, this article put forward the countermeasure of social transformation of archives administration from the aspects of economic, political, social, and other comparative study.
