On Digital Archives Performance Evaluation In China

In recent years, the process of building a service-oriented government is increasingly promoting, performance evaluation at all levels of government to carry out gradually, with the development of information and archives of information technology to enhance, the growing demand for archives service, across the country set off a wave of construction of digital archives. Research on digital archives expanding and deepening, involving almost every aspect of digital archives, research emerging, but its performance evaluation studies is few, construction and quality can not be a true reflection of digital archives service.Digital Archives as an important part of public cultural service system is to provide services to the public archives, how its quality of service, whether to meet the demand of the public service, in the end should be determined by the public. Based on the own property of digital archives, presented the results-oriented and user-oriented performance evaluation concept. the research and analysis of performance evaluation of digital archives in our country were carried out. especially for the digital archives of Jiangsu province.On this basis, in view of the existing problems are summarized, and did a system research of the assessment factors, emphasizing the construction of performance evaluation index system to be based on the user’s point of view, to establish the corresponding evaluation of the auxiliary supporting mechanism to ensure the validity of performance evaluation conducted. This paper focuses on the following four aspects:The first part, the paper expounds the necessity of digital archives performance evaluation in our country to carry out, summarizes the research status of performance evaluation at home and abroad, points out the defects and deficiencies existing in the present research.The second part, introduces the related concepts of digital archives performance evaluation research, puts forward the results for this and the user supreme performance evaluation value orientation, as the basis of performance evaluation theory research, for the establishment of the evaluation index system of performance evaluation should follow the idea of the premise, improve the digital archives of user satisfaction.The third part. the establishment of digital archives performance evaluation system based on the users’ perspective. Through empirical research, based on the digital archives appraisal research in Jiangsu province, analyses the existing problems and evaluate the performance of digital archives. From the factors of evaluation index, evaluation subject, evaluation methods and the use of the evaluation results to establish performance evaluation system. From the resources construction of digital archives, technical support and service quality of digital archives of the overall performance to make a comprehensive and systematic evaluation. Let users participate in the performance evaluation of digital archives to allow feedback to the user experience in order to establish a more scientific, standardized and comprehensive performance evaluation system of digital archives. help improve the quality of digital archives service.The fourth part, based on the research of digital archives performance evaluation system, establish performance evaluation of digital archives supporting mechanisms, from the aspects of information disclosure, incentive and competition in three aspects, solve the problem of evaluation information asymmetry, improve the enthusiasm of archives workers, excellent digital archives will be established as a demonstration unit, the units are encouraged to file for optimal prelude, efforts to improve service quality, promote the construction of digital archives in our country.
