| Assessment is an indispensable regulatory tool for management.Scientific assessment is helpful to scientific management and decision-making.Assessment is the result of undertakings of archives development at a certain stage,which contributes significantly to the quality of management and makes itself to be the very necessary part in the whole process.It is of great academic value and practical significance to strengthen the basic theory research of archives institutions assessment,construct a scientific and reasonable theoretical system of archives institutions assessment promote the development of undertakings of archives,strengthening the construction of archives institutions itself and expanding the influence of archives institutions.The research of archives institutions assessment involves the archives repositories and the archives rooms,the upgrading of archives work,the target management of archives work,the assessment of general archives and the staff assessment of archives institutions are all in the scale of the research.By summarizing the research literature of archives institutions assessment and combing the history and current situation of practice assessment,it is found that there are some problems in the assessment of archives institutions in China,such as the imperfect composition of assessment elements,the immature and non-standard assessment operation mechanism,and the unsound development of assessment operation environment.Therefore,the main research issues of this paper are mainly focused on how to solve the problems existing in the activities of archives institutions assessment,how to improve the assessment of internal elements of archives institutions and clarify the role orientation and function division of each element;how to standardize the assessment process of archives institutions and establish the assessment mechanism;how to improve the assessment environment of archives institutions and ensure the smooth progress of the assessment activities of archives institutions.In view of this,this paper synthetically uses literature research,historical research,comparative research,field research,system engineering,semi-structured interviews,case analysis and so on,in order to construct a scientific and reasonable theoretical system and methods of archives institutions assessment from a macro and multi-perspective to effectively guide and control the practice.The main content of this study includes the following four aspects.Firstly,the connotation of the archives institutions assessment system.Based on the analysis of the related concepts of archival work assessment,archival assessment,this paper defines the meaning of archives institutions assessment and archives institutions assessment system in this study.The assessment of archives institutions refers to the activity that the assessment subject systematically evaluates the quality and level of the development of various management work of archives institutions according to certain assessment criteria and index system,using certain assessment methods and according to the standard assessment process,in order to determine whether the assessment object has reached the assessment purpose.The archives institutions mainly refer to the types of institutions such as archives repositories and archives room.The assessment system of archives institutions is actually a system which includes three aspects: the decomposition of assessment elements,the operation process and the environmental protection..Secondly,necessity and feasibility of the research on the assessment system of archives institutions.By summarizing the research literature of archives institutions assessment and combing the history and current situation of practice assessment,it is found that the elements,operating mechanism and operating environment are important factors affecting the smooth progress of the archives institutions assessment.So we need to take the three perspectives as the thinking path to solve the problems.Therefore,it is necessary to study the assessment theory of archives institutions from three different perspectives.In the assessment theory and practice,the good evaluation tradition and mechanism formed by the assessment of libraries and museums similar to archives are worth learning and using for reference.Therefore,the construction of the assessment system of archives institutions is also feasible.Thirdly,the content composition of the assessment system of archives institutions based on multiple perspectives.The assessment system of archives institutions is a theoretical system which includes three perspectives: the assessment elements,assessment operation and assessment guarantee.At the first,The assessment system of archives institutions based on the perspective of elements mainly solves the problem of imperfect elements of evaluation,we can get six elements including the assessment subject,object,purpose,assessment criteria and indicators,assessment methods,rules,from the perspective of elements,the roles and functions of the six elements are clearly defined,which lays the foundation for the assessment activities of archives institutions.In the next,the perspective of assessment operation is to solve the problem of non-standard assessment operation,from the perspective of the administrator of archives institutions assessment,the assessment process of archives institutions is divided into four aspects: assessment plan,assessment implementation,assessment feedback and application of assessment results.The four assessment steps constitute a complete assessment cycle.When the last assessment process is completed,the assessment process can also enter the next assessment cycle according to the feedback of assessment results,in order to form a long-term operational mechanism,the operational perspective is the condition for the theoretical system of archives organization assessment.Finally,the perspective of security is to solve the problem of imperfect assessment environment,mainly uses the "full dimension" archives management theory to construct its safeguard mechanism from the three dimensions of the management,technology and regulations,the perspective of assessment guarantee is the external barrier.The three perspectives of assessment elements,operation and guarantee are not separated independently,but interact and influence each other.Among them,the decomposition of assessment elements is the foundation,the assessment operation is the key,the assessment guarantee is the external barrier,and the interaction of three perspectives constitutes a complete assessment system of archives institutions.Fourthly,the application research of the assessment system of archival institutions takes the assessment research of comprehensive archives at or above the national deputy provincial level as an example.Firstly,the elements are decomposed,then the assessment operation is carried out.Finally,the safeguard conditions are put forward,which proves that the assessment theory has certain practical applicability. |
