At present, with the deepening development of Information application, informatization has penetrated into every aspect of the society. Enterprise informatization also become computerized according to the specific business process. At the same time, due to the complexity and the unceasing expansion of management scale, a scientific electricity charge management system is on demand to make the business process more efficient. Data among business departments at all levels could be better shared, business management process be more specific and business operation can be standardized by the personnel involved so as to reduce artificial factors. Based on the corresponding provisions of the relevant administrations of the state and the Agricultural Department of Jiangxi Electric Power Company and the practical business background of the power charging system of Jingdezhen city, this thesis tries to design a power charging system for enterprises at County level.This thesis firstly discusses the development background of the power charging management system and the problems facing Jingdezhen City; then it discourses the functional and non-functional requirements of the system; the requirements would be described in detail in diagram and system examples. Secondly, on the basis of the requirements analysis, the software architecture design of the electricity charge management system will be carried out. According to the system design goals and principle works, respectively the system network and functional architecture will be designed. In the process of requirements analysis, the unified modeling language UML is adopted. The case diagram, flowchart diagram and activity diagram are used the analysis of Customer Archives Management, Meter Reading Management, Electricity Fee Accounting, Electricity Fee Gathering, Electricity Fee Inquiry, Report Form Management, Functions Management, System Storage Capacity Estimating and others, after which the internal logic modules are displayed. In the system design, technical architecture, function architecture, running environment and deployment architecture are firstly designed; then detailed designs are carried out in the key modules, including business logic design, database design and structure design. Finally the key technique of the system is discussed. In the system implementation and testing, this thesis simply introduces the system functions. The overall effect diagram and representative functional part are displayed.System development adopts open-source framework SSH; backstage business logic uses Java language; the front desk development uses Jsp and database Oracle. Module design is carried out according to the different functions in business to enhance the cohesion among modules at the same time reduce coupling.The system has been through related tests at the end of 2013 and applied in operation. In 2014, it’s in stable operation and well meets the requirements of meter reading and charge management business of the enterprises at County level, which greatly improves the work efficiency and result in considerable economic benefits.
