With the rapid development of economic and urbanization, China’s urban vehicle population has been growing swiftly, leading to conflicts between the growth of vehicle and parking spaces become increasingly serious. In the case of parking facilities are no large-scale expansion, the Public Intelligent Parking Management System is an effective way to improve urban parking management level and to solve the city’s parking problem.This paper describes the background and research status of system development at home and abroad. Then, this paper studies the management processes of parking and analyzes the management mode, the business logic and other key problems. Then we summarize a standard of the Parking Management System. Around the performance of system, the convenient of use, safety and maintenance, we develop a Public Intelligent Parking Management System. We also give a more detailed exposition of key technologies and key issues.The system adopts the B/S structure. The main function includes:role management, user management, system log management, regional management, workgroup management, management fees, road management, parking management, license management blacklist, white list management, charge pay the management, PDA management, reports, statistics, toll assessment, real-time monitoring and other functional modules. This paper analyzes Non-functional requirements including reliability, availability and serviceability. System database tables and data items are described in detail. In accordance with the characteristics of system application, the system can meet the needs of the parking guidance work, with stable performance and reasonable function.The first chapter introduces the system development background, research status of system development at home and abroad, and major work done in this paper. The second chapter describes the functions and non-functional requirements of the system. The third chapter describes in detail the design principles and specific features of the system. The fourth chapter introduces the realization of the main functions of the system. The fifth chapter describes the system test.
