With the development of our national economy, city transportation activities have become increasingly frequent. At the same time, the traffic safety condition worsening City Road, the traffic accident on the development of society and the improvement of people’s living standard has produced serious repression. Therefore, our country in 2004 promulgated the "road traffic safety law" requirements of the local people’s government at or above the county level according to the road traffic safety laws, regulations and the relevant state policies, making the road traffic safety planning, strengthen the management of road traffic safety, and gradually improve China’s traffic safety situation.Traffic safety management requires a large amount of data collected and processed, the analysis and evaluation of the current situation of traffic safety, to predict the development of future traffic safety condition of the road, providing verification support and security management aided decision etc.. Based on the research and application status of our city road traffic safety management software in the analysis, puts forward the overall structure of service oriented architecture based on information system of traffic safety management, in order to solve the current traffic management exists in the "information isolated island" problem.In this paper, the use of unified modeling language UML for the development and design process of Zhejiang province transportation hall traffic safety management system in the requirements analysis, overall design, detailed design are described in detail, using the visual modeling tool for the static and dynamic modeling of the system. According to the Department of transportation management with demand of traffic of Zhejiang Province, the system detailed design and implementation in detail, at the same time, the logical and physical design of the system using a database. The system uses the Spring design pattern of MVC, combined with JavaServerPages (JSP) view technology, using the Apache Tomcat server, and SQLSERVER database technology to achieve. Finally completed the system design.System development mainly to complete the transportation industry of Zhejiang province involves the safety production supervision of government information management:such as safety information management, safety inspection and risk management, safety accident reporting and statistics, safety management, safety management, database management and system management of 6 functional modules. In addition, but also improve the other functions of the system design in detail, such as the basic function of enterprise registration, login, modify information etc.. To achieve the system goals and performance requirements. System to establish Zhejiang province traffic safety management database, fast, safe, stable user information interaction and feedback. To achieve the true sense of the daily information release, receive, query, notify the announcement, receive, query, security conference content distribution, receive, query, maintenance, safety inspection information and safety information, safety accident reporting and statistical functions. Accelerate the development of Zhejiang province transportation industry, enhance the Zhejiang province transportation department under the jurisdiction of the scientific and real-time industry safety management.
