A Research On The Function Of Government Communication Based On Structural Functionalism

With the profound changes in social communication environment, new medias that mainly consist of Internet and mobile devices are dispelling and reconstructing the mode of transmission, the rules of communication and the content of dissemination, governments faces the globalization, the transition period, the risk of social environment and some other environment, government communication and its function have great significance for government. This paper start with the proposing of government communication ability, By analyzing the "government", "communication", "government communication", "government capacity", "communication function" and other basic concepts, the author give a summary to spread functions. They are information communication function, Social Control Function, Political socialization function, coordination beautification, and also talked about negative features, dominant function and implicit function of government communication.At the same time under the guidance of the research paradigm of structural functionalism, starting from the "function reacts to structure" as the main line, the author thought the structure of government communication from two aspects,which is structure gene and expression, thought they are political culture soil and communication channels and forms,which are the key points to the analysis. Then investigate the correspondence between the structure and function of the government communication, the article views that the information communication function is the basis of government communication, the dedicated channels play a major political and social features, the mass communication channels is responsible for the realization of social control, daily spread general agencies beautify achieve security coordination function, it also pointed out the "bottleneck" to realize the function of Chinese government communication. Finally, the author proposed the implementation mechanisms for government communications function’s reflections recommendations.
