With the development of the society, the rise of various new industries has changed the way of people’s life more or less. but the environment be hurted. The people of the world are beginning to realize the importance of protecting the environment. All countries have enacted laws to restrain the behavior of the enterprise, which can alleviate the speed of environmental pollution.. Our country has established the environmental monitoring department early, but due to technical defects, it can not play a leading role in the monitoring the environment, many enterprises sewage can not earlier be found and controled, which resulted in the embarrassing situation where environment had been pollutted before it was found.Design and implementation a data mining system for the environment monitoring after doing some research for the problem of environmental supervision. The system makes full use of the large number of data.which come from many years accumulation. constructing a decision tree model by using the classification algorithm of ID3 algorithm to classify belonging to data mining, in enterprise sewage trend to forecast the possibility of polluting of enterprises.This is a environmental monitoring system, including PC and mobile terminal, by establishing local private network to combine these two endpoints. Relational database is selected to be used to data storage, the data in the database is called to be analysised by using ID3 decision tree classification algorithm, finally, it is concluded a conclusions that shows the enterprises is overproof or not. to provide decision support for the environmental monitoring department.In the process of system implementation, it includes two steps, the first is that the construction of the system software entity, the other is the construction of the hardware structure of the system. The construction process followed the process of the software development. In order to meet the system safety and standard system requirements, data transmission on the hardware will be in the dedicated VPN network, the authentication and encryption to ensure the data will not be intercepted.To test the accuracy of the system the article also described, the decision tree generated by 450 data items, the accuracy of decision reached more than 90%, the data shows that ID3 algorithm selection is very appropriate for the system.Currently the system for environmental detection system exist a lot, but the data mining related which achieve intelligent decision is not, the implemention of the system in the field will be a very inspiring event. For the relevant staff will greatly improve the work efficiency.
