Water Resources Information is an important part of the farmland infrastructure construction, which take full advantage of modern information technology, in-depth development and extensive use of water resources information, including collection, transport,storage and handling of water conservancy information, and thus to enhance the efficiency of water utilities and activities performance, acquisition and processing of information is the basis for the development of water information. Thesis on water levels and river flow testing,and to collect more information and data management, query and retrieval, to achieve fast query on hydrological information collection, hydrological information processing, the amount of irrigated water, water and water resources rational allocation and utilization of science and modern means to achieve water-saving irrigation and water information management, to the economic and social benefits. Thus, some of the important parameters of water conservancy information to detect and publication is an important part of the modernization of agricultural production is to achieve water conservancy information necessary way. So water flow distribution system meet the development requirements of water modernization. Specific contents of this paper are as follows:1) according to the actual situation stations, access to the data in the information distribution system as well as to publish the information needs to be stored. With this system the information published include: rivers, stations, water level, flow rate, daily data analysis results, etc.(2) According to the system requirements, the system needs to select on the basis of server software and hardware. Eventually IIS Web server as a front-end, SQL sever the back-end database to store data. And overall design, the overall database design, database design after the module function model and generate the database tables.(3) According to the functional analysis will be used to the front page using HTML, CSS,JAVAScript, BOOTstrap so on the front page of code written. Then divided according to the system design module, the system is divided into various functional segments of the sub-module, using C # programming language to write code-behind, one module functions to achieve. Finally, the integration of all modules, to improve the system functions, and the entire system into Row debugging functions.(4) The water flow of information distribution system to achieve real-time and accurate information release river hydrology station functional requirements; and specific operational functions of different rights management personnel were detailed to distinguish, so that the information distribution system to meet the various needs of different users. And system test results are consistent with the expected results of the study show that the thesis of water level and flow information release system design thinking is correct, the system is stable, it is possible to measure the real-time monitoring station hydrographic information and the timely release of specific requirements, but still there some shortcomings in the latter part of the work will continue to improve.
