Research On Method Of Emergency Case Representation And Retrieval Based On Knowledge Element

Types of emergencies occur frequently in China during recent years, accumulating lots of emergency cases in the process of dealing with these emergencies, these emergency cases contains many valuable emergency management knowledge, is valuable historical experience. Due to the lack of emergency information, uncertainty and complexity of emergency decision, referencing to the history similar cases to assist emergency decision is a direct and effective method when emergency occurs. However, current emergency cases are basically in the form of charts and text description, when people respond to emergencies, they actually won’t to get the document itself, but directly the emergency management knowledge inside the documents, therefore, how to obtain and apply the knowledge of existing cases to improve the efficiency of emergency cases is significance for emergency decision.In order to improve the value of cases, and to use emergency management knowledge inherent effectively, this article firstly analyzes the characteristics of multiple types of emergencies, extracting common knowledge of them and formatting the common knowledge element model of emergency management, on this base, establishing the classified and extendable knowledge element system, achieving the integration and utilization of multi-disciplinary and cross-cutting emergency management knowledge; Second, combined of emergencies evolution mechanism and scene analysis method, this article analysis the knowledge structure of emergency cases, giving a structured case representation method and stored structurally; Then, based on the analyze of cases, this article designs the retrieval mechanism of emergency cases, so as to get the solution of emergency through case retrieval; Finally, this article provide an example to verify the effectiveness of this method.Through the study above, first, this article gives a model and method for integrated application of knowledge inside of different discipline, unstructured or different structural types of emergency cases, providing a based knowledge system for case-based emergency decision; Second, this article proposes a case representation, storage and retrieval method combined of case emergency characteristics, assisting decision-makers to make decision of the current emergency based on historical cases, and improving the value of emergency cases.
