How to establish a suit of scientific and rational employee performance appraisalsystem, effectively motivate employees, mobilize the working enthusiasm of the staff,which is particularly important for the personnel performance evaluation of China’scommercial banks. The Postal Savings Bank of China (hereinafter referred to as "thePostal Savings Bank") since its inception in2007, not only has been increasing thescale of enterprises, but also is growing rapidly the number of on-job staff. Thecurrent performance evaluation methods of assessment content is wide and cancomprehensively understand the performance assessment of the employee, however,during practical work, there are some problems when the Heping Branch of thePostal Savings Bank uses existing performance evaluation methods to assess staffperformance appraisal. The original method of employee performance evaluationwhich is used for performance evaluation adopts the branch points or revenue ofindicators of progress, which cannot really measure the level of actual jobperformance of each employee. Aiming this problem, this article intends to adopt KeyPerformance Indicator (KPI) to measure actual job performance level of employees,develops the Heping Branch’s staff performance appraisal scoring system that makesthe performance evaluation result more accurately, comprehensively andscientifically. This paper is mainly to solve the problem of the Postal Savings BankHeping Branch’s performance appraisal.The system uses the theory of software engineering technology and is developedusing NetBeans7.4. The part of technical uses the software architecture of client/server (C/S) mode. The Java language allows the system to client realization, andit makes the procedure easily run on various platforms with Windows, Linux or basedon the program to the phone system without the need to develop multiple copies ofthe program; the server uses the open source Mysql database, each table of which canaccommodate tens of millions of pieces of data, and support hundreds of connections.That is enough to meet the business needs.First, this paper describes the performance evaluation method research status athome and abroad; then it introduces the development process of the Heping Branch’sperformance appraisal scoring systems: requirements analysis, the application of KPIperformance appraisal methods in this system, the system design, functionaldevelopment, operating instructions and so on. About the design of the system, thesisdetailed presentation of the design of each functional module system, process analysissystems, database design etc. In the part of functional developing and operatinginstructions, it provides detailed design of the functional interface, operationdeclarations and scoring application results. Papers are summarized in the final.
