As the largest developing country,China is enjoying rapid economic growth andmaking astounding achievement,the price for which is immense cost of resources andthe destruction of environment.Consequently,the government currently carries out theprogram of energy conservation and emission reduction.Developing eletric vehicles isan significant part of it.As the widely use of the electric vehicles in China,thefounding and operation management of electric charging facilities is the mostoutstanding problem needed to be solved.As the important section,the system ofpayment service for electric vehicles charging will be mainly presented in this paper.Under the backdrop of the development and application of BeiJing ElectricPower Company payment system service,before analysing the business requirementof the system construction,this paper will map out a detailed workflow,and form afully functional payment information system.the major technologies applied in thesystem construction will include:J2EE used to the hierarchical planing of overallbusiness;SOCKET communication technology used to data interchange in the processof payment;3DES used to guarantee payment security.This system can realize the whole streamline payment management which focuson implementing the data interface with the marketing information system,acquisitionsystem,operational management in charging station,financial system and invoicesystem.The system involves a charging and payment and check management,the saleof electricity daily settlement and reconciliation of bank system,which ensure thesafety of the funds,process of electric card management and user filesmanagement,the realization of the function of query and statistics,etc.
