Modernization and Industrialization has released human beings from restrictions ofnature and tradition, however, they also put human into trouble again. Except bringingwealth, economic development and society progress, it also brings risk to people. Risk, differed from other crisis, is built by human beings themselves, and brings a broader andprofound threat. The risk of PX project, as an example for many environmental risks, however, has caused public anxiety again and again in the past7year. The "walking" firststarted in Xiamen, and then it happened in Nanjing, Dalian, Ningbo, Xianyang, Kunming,Maoming and so forth, leading to events against PX project. Rumors spread widely amongcommunities such as "Poisonous PX Discussion" and "PX Distance Discussion".Whenever heard PX, people became frightened and angry, even initiated mass events.Under the spreading effect, risks of PX projects have transferred from a simpleenvironmental problem to a complicated political, economic, social and cultural problem. Both People’s Daily, standing on the government’s side, and Southern Weekly, standing on citizens’ right, play important roles in establishing the risk framework of PXprojects. How do these two media build media frame? What are their characteristics? What are their similarities and differences? Studying these problems is helpful for us toclarify the social anxiety phenomenon of PX "spell", and to seek the essence of riskcommunication. This paper comprehensively implements related theories of risk sociologyand news frame theories, and applies frame analysis and comparison analysis to these twomedia.Through the analysis framework of analysis and comparison, this study found thatthey both focus on PX project risk issues, and perspective changes significantly. They bothhave a rich source of information and the complete narrative structure. They both are usingrhetoric rich. However, there is significant difference between the two reporting perspective, source structure, narrative emphasis, risk attribution, proposed the risk controlmeasures. Through the analysis of the causes of these similarities and differences, thisstudy found4worthy of further consideration: political and economic pressure to themedia,"agree"; fear is the mass media to win the attention of the media environmentmeans; discourse power contest; environment environmental discourse rhetoric is the mostpowerful.
