Learning a variety of advantage and disadvantage of the traditional GIS systems andaccording to the overall goals of the project, this paper proposed a three-tierarchitecture WebGIS system based on SOA and RIA technology. The three-tierarchitecture includes data layer, service layer and application layer. By implementingand testing of the oil-gas mineral right block mapping system, it verifys the feasibilityof the framework and methods that this paper proposed.In the three-tier structure, the data layer includes spatial data and attribute data whichare published to applications on the service layer. ArcGIS Server is used to publishmap services and manage spatial data, and WCF Data Service is used to publishattribute data. Authentication, authorization management and other ways are used toensure the security of system and data. The service layer provides resources to clientsby publishing a variety of services. This approach allows clients to have a rich displayof data and quick response to operation, and also improves the scalability of systemgreatly. The application layer (the presentation layer UI) is built on RIA which isbased on the Silverlight framework. The user interface which is built on theSilverlight framework and ArcGIS Web API’s visual controls can provide a richer andsmoother interact experience than the traditional web systems.The oil-gas mineral right block mapping system implements data processing, datadisplay, data navigation, thematic mapping and other core modules using WCFservice, map service, geometry service, GP service and SOE extension service. Dataprocessing module includes cutting, transformation and storage of data. Datanavigation includes map navigation, query, Hawkeye and other functions. Thematicmapping includes customizing mapping data, layer symbolic, customizing map range,advanced printing and other functions. Proved by tests, the system can meet the needsof oil-gas mineral right block and its related business mapping and ensures stability,ease of use and scalability and it verifies the feasibility of the WebGIS system whichis based SOA and RIA technology.
