The Control Of The Negative Military Reports Under The Circumstances Of New Media

For a long time, news and reports in our country”s military devote to establishingand maintaining the great image of Chinese People’s Liberation Army, focusing onpositive and advanced contents. Due to the core and special position of the military indefending the country, as well as the protection of military secrets, mass media barelysends out news related to the military, not to mention the negative one. The mediawhich belongs to the military often reports the news after filtering the key names orcontents by adding subjective and propagandistic words.After entering the era of Internet, a huge change has happened in the control of thenegative news of the military, from the absolute prohibion during the period of reformand open-up in1978, to strict control in the period of1979to2003. Divided by thereport on missing of Navy361submarine in2003, the control of reporting negativenews in the military is getting loose. Under the circumstances of the traditional media,the government media controls the news of the military by the way of administrativeintervention.In new circumstances, the negative news on military faces the challenge ofenhanced democratic consciousness, diversity of the media methods, multi-resources,and free agenda scheme. Military news is political, confidentiality and rigour on onehand, on the other hand, the public democracy consciousness enhancement, thegovernment should protect the public’s right to know. This is the two aspects ofcontradiction, how to balance in both areas? In this dissertation, the reporting ofnegative news in the military should be controlled with a certain strategy and plan.Moreover, the reporting should be strictly controlled under the principle of defendingour nation and keeping secrets, but also be moderately guided under the first-time lineprinciple with objective professional angle.
