A Study On The Function And Reinforcement Of The Mass Media In The Public Policy

On the basis of research idea of public policy, the thesis refers to a series of issue, such as the public policy raising, public policy decision making and legalization, public policy execution, public policy evaluation and supervision, public policy operation process, to investigate the function of mass media, and analyze the promoting function and existing deficiency of the mass media in the public policy. Therefore, the methods to reinforce function of public policy for the mass media are proposed, trying to provide some inspiration for policy formulation and implementation in party committees and governments and public policy-participation under the background of establishment a harmonious society, implementation a scientific and evaluative notion, development socialist democracy. There are certain meanings in reality and theory.The thesis proceeds by qualitative method, primarily documentary analysis and case analysis method. The full text is divided into four parts:The first part introduces the cause of research, the systemic framework, the way of research and research at home and abroad.The second part discusses the function of mass media in public policy. In the public policy raising link, supervision and watcher function of the mass media make social problem closely-watched and easily be translated into the public policy problem. In the public policy making link, the function of mass media is to make the social problem enter governmental agenda, to promote the legalization of public policy. In the public policy implementation link, the function of mass media is to provide support and supervise on their implementation. In the public policy evaluation and supervision link, the mass media is the subject to evaluate and supervise public policy. The third part analyzes the promoting function and existing deficiency of the mass media in the public policy. Using the vertical comparison and case study, it can be seen that the degree of freedom, initiative and successful rate of the the public policy get involved in the mass media were improved after the reform and opening up, especially since the 1990s. However, some deficiency still exist in this area, such as lack of range, depth, dynamics, precision and heat. Five reasons can explain the deficiency.The fourth part makes out some methods on how to reinforce function of public policy for mass media. Firstly, introduce laws and regulations to protect the right of the news media. Secondly, gradual reform effective administrative system for press circles. Thirdly, regularize the communicative act of mass media in the market economy. Fourthly, increase the public power sector openness and cooperation with the mass media and the public. Fifthly, improve quality of the mass media and the staff in the public policy. Sixthly, improve the national overall quality.
