At present, our country mainly through the setting the overload detectionstation to governance the vehicles overloaded in deal with the governance vehicleoverloading issues. However, due to the limited number of overload detectionstation, we can’t set the station everywhere, so causing serious congestion andlong queues near the overload detection station of the truck vehicle. Vehicle idling,frequent braking and start also exacerbate environmental pollution. At the sametime, establishing the overload inspection station need the land in the vicinity ofthe load, so increasing the station construction investment and cost.To solve the above problems and meet the regulations introduced andconjunction with the status quo of China’s truck vehicle overloading, it isnecessary to study and design the unattended overloading preflight system. Thesystem can achieve the automatic weighting of the normal traveling truck vehicles unlimited the speed on the road. After obtaining the truck weight value canaccurately determine whether the overloading and achieve the overload rate, willbe uploaded the data to the monitoring center real-time. Judged overloading truck,the monitoring center can send the overloading truck message to the specifiedmailbox via e-mail. At the same time, the overloading vehicles message also canbe sent to patrol staff phones via MMS. The suspicion overloading vehicles, i.e.the system determines vehicles as overload, traveling to the nearest overloaddetection station under the guidance of the LED display and patrol staff. Therechecking equipment recheck the weight of the suspicion overloading vehicles.After rechecking, if the suspicion overloading vehicles is really overload, dealingwith the law enforcement. Releasing the not overload vehicles.Expert system is mainly based on expert experience knowledge analysis andcalculation of vehicle in a variety of unusual, license plate and unloaded weightmatching and overrun. Expert system mainly through the information of vehiclelicense plate recognition system of license plate reading, the sense coil, bendingplate sensor and weighing instrument received vehicle information, storagevehicles blacklist and knowledge base of expert system database storage ofknowledge and rules of inference analysis calculation, it is concluded that thevehicle, the license plate and vehicle matching and vehicle is overload andoverrun rate, and all the vehicles information is saved to the database system.The unattended overload previewing system hardware designing mainlyincludes weight subsystem, control subsystem, monitoring subsystem, license plate recognition subsystem, communication subsystem, lightning protectionsubsystems and so on. Adopting bending plate sensor and XK3208-C6weighingcontroller to weight the freight car. Using the IPC achieves the mainly controlfunction. Monitoring section includes the high-definition video camera and harddisk video recorder. To achieve the license plate recognition uses the capture hostand camera. To realize the system communication applies the switches, opticalfiber terminal and other equipment. Lightning protection mainly comprises thepower and signal lightning protection, control cabinet and monitoring rodgrounding and lightning protection, information board ground lightningprotection and lightning arrester etc.The unattended overload previewing system software design mainlycompletes the site software and monitoring center software. The system useDelphi7designed the PC software interface. The important of software design isdesigned the process of matching license plates and weight in site software andthe function of automatically send e-mail in the central monitoring software.The implementation of unattended overload previewing system to reducevehicle queue congestion at road overrun inspection station, improve the roadcapacity, reduce vehicle energy consumption and emissions and reduceenvironmental pollution, provide traffic statistics for road managementdepartments as the basis of traffic analysis, reduce operational management costsand increase operational efficiency.
