With the advance of information process in our country; the government, companies,and personals demand for informatization is getting higher and higher. The internet hasbecome an important element of social development. Different types of theinformatization applications based on the internet environment play important roles in theproduction and management processes of our country. As China is a large agriculturalcountry, so the development of agriculture is very crucial to people’s food and clothing.For a long time, the investments of agriculture projects in the villages and towns districtare continuously increasing. To develop the rural economic according o the investments isone of China’s basic national policies and will be lasted for a long time. Moreover, it isimpossible to build the new socialist countryside without information technologies. Tocarry out the investments, it needs a lot of human, material and financial resources. Alongwith the growing number of the cooperation projects and the diversification forms ofthem, the existing management standard of human resources and the working conditionsin rural areas had hindered the development of investment projects more and more. In thepast for a long time will lead to fall behind of the rural economy. Many years ago, theinformation technology has gradually penetrated into the countryside. Network forvillages and towns government and the enterprise is not new things. Therefore, about theinvestment project management process, through informatization technology and platformauxiliary villages and towns to improve the management level and work efficiency is thekey of its economic construction.This topic put forward by the author is an informatization management system ofinvestment project come from a county in the northeast region. From initiation, planning,implementation of the project to the guidance of acceptance can be carried out throughoutthe whole, management and tracking. Especially this system provides traceabilitymanagement module, which could realize to trace in different stages of the operation ofthe project management. It makes the investment project management process could beperformed according to clearly rules. The system is developed under the J2EE platformbased on B/S structure and Ajax technology, and uses the SqlServer Database for datastorage work. System in parallel for multiple file upload can achieve multi-threadedasynchronous transfer file data with the Ajax technology. The text editor’s access is basedon Ajax framework. The system adopts the interceptor technology implementation, making the performance of the whole system and the function be improved greatly.This paper is divided into six chapters to describe the implementation of the systembased on software development standards, especially described the requirement analysis,design of the system and the implementation of the system. The work of this paper willplay an important role to promote the effectiveness of the project investment of thevillages and towns district.
