With the development of science and technology, the construction progress ofInformatization also takes a further step and falls into the age of an age of globalinformationalization. In this background, company at information age are facing morechallenges than ever before, in order to struggle for existence, they are forcing to takeall round competition in the areas of business management, service, brands on top ofthe traditional factors such as production resource management and product qualitycontrol etc.. How to gain a strong foothold and come out on top among othersbecomes an important task to every enterprise. With this background, establishing ascientific, fair and rational management of information system is making more senseto the company growth. According to Laudons definition, Management InformationSystem (Here after referred as MIS) can be defined technically as a set of interrelatedcomponents that collect (or retrieve), process, store, and distribute information tosupport decision making, coordination and control in an organization. A proper MIScould improve company’s capacity of decision making through process optimizationand data analysis. Michael Porter proposed the theory in his book competitive advantagein1985, a well running management information system could establish a company’svalue chain, with the integration of the key activities such as production, logistic,marketing, service, finance and human resource management to make the companymore competitive.In2008, State-Owned Assets Supervision and Administration Commission of theState Council (SASAC) published the “Guiding option on Accelerating theConstruction of Informatization of Central Enterprises”, with this guideline, all central SOEs (including China’s major five power generation group) put theconstruction of informatization work as the high priority and essential part ofenterprise development strategies. Due to the unique characteristics of powergeneration industry, instead of “book worship” or “copinism”, MIS implementationsin power generation companies were also tailored and optimized according to theindustry features with overall construction planning, setting up implementationframework, making sure the responsibility during implementation, coordinating andoptimizing the resource from different departments and finally chart out a sustainablefuture for the industry. Meanwhile, with the chance of imarmatization construction,companies also tidied up the fundamental management data and laid solid bottommanagement with the help of MIS platform.This research project takes Bai Cheng Generation Company as the example,through studying on the company generation information (including organizationchart, function system and business process), conducting research on the currentdevelopment status of company BIS, the knowledge and understanding by companyleader and stuffs, and the future needs of the company, to conclude the need analysisof Bai Cheng Generation Company on BIS. In this context, the focus was on the needanalysis of accomplishing production task and functional aspect.This project took the need analysis result to make sure the construction objectiveof BIS, and took this as the reference to set up the overall architecture planning anddesign. Bai Cheng Generation Company selected MAXIMO software package fromIBM company as the platform, and combined with production task and functionalneed analysis result, to conduct the secondary development by using JAVA and JSP.The process of secondary development was more focusing on the application in thefactory operation system, and connectivity among each function modules, to form upa closed loop management, and projectted the advantage of BIS application in thecompany daily operation. In the whole development process, we put more focus on the implementation instead of development, paid attention on the optimization ofmanagement process, enhancing the understanding of BIS construction, spent on timeon the training of BIS system, formed up our own maintenance team, and put focuson the accumulation of system application data, to create the environment ofeverybody know, everybody understand, everybody can do and everybody is doing.On the other hand, we also conducted the comparative analysis on the function aspectof current BIS and former BIS, to demonstrate the key point to be perfected andimproved, and ended with the feasibility study of this BIS on company management.
