The international debt crisis is warning us that local government debt management isabout "economic security, social stability and national economy and people’s livelihood”.Therefore,local government debt management system design and development is graduallypromoted to the strategic position and the complicated debt management also needsinformatization and network system of auxiliary and support, how to use the software systemfor scientific, systematic and sophisticated local debt on the debt management major issue.Local government debt management system development and design is very necessary to beput on the agenda as one of the most important tasks of local government. Through the debtmanagement system design,local government will achieve the informatization and networkmanagement and the purpose of the debt management and control.Local government debt management system, including network platform managementsystem processes and business support environment, meet the functions of statistics inputmanagement and other business for the debt management system operation user, and at thesame time prompt the local government debt management department to achieve the controlof the debt such as the examination and approval, management and control and so on,Themost important thing is to realize the functions of debt risk early warning and the debt riskresolve. The debt management and information platform design of local government debtmanagement system mainly includes the structure of J2EE development technical supportserver, adopts of modular structure, dynamic management in the implementation platform,B/S mode code security and data security and the safety of the running environment.Along with the rapid development of computer information technology and networktechnology, informationization in-depth development and use of debt management and bigdigital management has been gradually maturing and developing from stage of thestand-alone version information management system to build a local area network information management system based on C/S mode,and then to the Internet networkinformation management platform based on B/S mode. Mature universal application ofcomputer information and network technology makes local government debt managementmore efficient and convenient.After in-depth investigation and study to the requirements of local government debtmanagement, it is concluded that local government debt management system softwareplatform is built in the computer information technology and Internet network technologysupport. It is also widely applied to debt management so as to make debt managementscientific, refined, standard and intelligent and to select the best method to plan the softwaredevelopment process and the architecture of software system through the demand ofmanagement in debt. In accordance with the overall debt management and specificrequirements and during the different stages of the design and implementation of softwareengineering, it can implement analysis of the specification requirement and systemarchitecture, trying to build a prototype system of technology for the subsequent detaileddesign, software testing and software has ensured the prophase formal operation.Local government debt management system is based on B/S architecture and put Oracledatabase and Apache Wed server as a software running environment. With the help of JDKtechnology as a development tool, the software platform environment is becoming stable,safe and efficient. In this paper we completed the design and development of all localgovernment debt management through the system analysis and design and departments, andprovides efficient and scientific platform of finance management for the debts of the localgovernment units.
