Energy is the most important human society depends on the basis of survivaland development, provide important support for the development and economicgrowth of the whole society, but as energy consumption, energy shortages andenvironmental pollution caused by excessive use of a serious problem worldwidethreat to human survival and development. For this reason, the "Eleventh Five-YearPlan" period, the state reduced the energy intensity and emissions of major pollutantsidentified as a binding target to reduce the national economic and socialdevelopment, the "Twelfth Five Year Plan" period, the national development of"energy saving" Twelfth Five-Year "plan."In order to implement the basic national policy of energy conservation, ChinaMobile Jilin Branch based on the company’s resource conflicts become moreprominent cases, and to explore the cost of the fine level management from financialmanagement, to carry out energy resource management system development projects.Energy resources management system development projects associated with theasset size of the energy consumption of resources as the basis, such as building, basestations, business offices, electricity as the starting point of the first phase of theproject development and construction, and successful on-line in early2014.Although the success of the first phase of construction of the project on-linecontent, but the project schedule delays compared with plans, to avoid theseproblems recurring in the next stage, we analyze and review the entire period of theproject management process, and the results show the following problems, leading to plans to delay: project needs incomplete and lack of demand change control,resulting in demand not only unable to guide the subsequent design and developmentwork, but also for the design and development work took more work; project qualitymanagement concepts have not implemented, resulting in project-related personnelfor the project development process quality management of critical neglect;compared with the planned project schedule delays, some functions delay line; mostinvolved in the various stages of the document are not completed, project teammembers did not follow the requirements to complete the preparation of thedocument, resulting in the subsequent part of the project team members need tocommunicate through e-mail, telephone, etc., the document does not play aneffective role.To guide the development of the construction phase of the project is no longerfollow the above problems, we first develop the project in accordance with thecharacteristics of quality management, project life cycle is divided into four phases:requirements analysis phase, design phase, development phase and maintenancephase of implementation, and the four phases of the project from the start, on theimpact of each stage quality factors were analyzed, due to begin, for the entiredevelopment project quality management program to control these qualityfoundation from moving. Secondly, on the basis of the quality factor analysis oneach stage, for each stage of the characteristics and quality of management, proposeappropriate quality control program, including a clear phase of the task, the strictimplementation of the various stages of standards to ensure the quality of thedocuments submitted by the various stages, elements of the various stages of theself-test and other means to achieve the purpose of quality management. Finally, theorganization of the project construction process, human, financial and infrastructurerelated regulations in order to protect the various stages of quality managementprograms can be successfully implemented.
