At Internet age, the demand for the network information is increasing intensively, and the channel of the information also become diversity, which means users can access the information they needed through different applications or devices, such as PC browsers, PC app, mobile terminal, tablets, as well as a variety of operating systems. In this case, the software developers need to develop a product by dealing with many systems, which leads to high cost of development and maintenance, as well as extends the release time or iterative updated time of the product. Meanwhile, due to the limited resources in equipment and network, users tend to user application that with the feature of downloading conveniently or online accessing. Besides, with good data synchronization and compatible effect are also important in multiple platforms.Based on the problem mentioned before, this paper proposes the engine technologies on multi-platforms, integrates and optimizes their performance. In the back-end, the engine utilizes WP framework to design and improve the content management system, which changes the Model-Control structure to Model-View-Control structure with the help of RESTful framework design theory. In the front-end, the technologies of HTML5, CSS and JavaScript are used to complete the responsive design pages, which makes different device can be applied efficiently. In addition, the framework and interfaces that used to connect the Wechat and WP framework are developed. With the help of PhoneGap engine, WEB APP can be deployed in various intelligent terminals, like Android and iOS. Finally, the application "smart communities" is built through the design engine that proved the practicability. Besides, this paper describes the analysis results in engine speed and server test performances. Testing results show that the performances of the engine technologies and the design of the frame structure have good stability and improvement.
