Open platform is performing a very important role in the Internet these days as a new business model. Faced with fierce competition from the Internet, the traditional telecom industry needs to share its user data, providing data interface to the third-party companies or individual developers, so as to provide more timely, personalized and diversified service, improve user experience and stickiness. The development of telecom industry open platform will bring more opportunity to the existing service, but it will also bring a lot of privacy issues that cannot be ignored at the same time.This paper analyzes the Business Support System open platform of China Mobile. In consideration of large quantity of business-related user data stored in Business Support System, it will provide lots of resources to the third-party companies and promote development of the third-party applications as a result of effective utilization of these data. However, as the user data in Business Support System has a high demand of privacy, once leaked, it will bring immeasurable loss and social issues. Therefore, privacy protection is a very important problem to research in telecom industry open platform.The traditional privacy protection provides only one single strategy without the consideration of different circumstances of open platform. It cannot match the demand of privacy protection of telecom industry open platform nowadays because of the diversity of circumstances and the confidentiality of user data. The paper designs a new privacy protection strategy to meet the demands of a variety of circumstances of open platform based on the specific business practices in telecom industry. The following is the main content of this paper. Firstly, the paper analyzes user data and its privacy protection demands based on privacy frameworks proposed by the International Standardization Organization. Secondly, analyzes circumstances of open platform and its privacy protection demands. Thirdly, the paper designs a privacy protection strategy conform to the privacy principles developed by International Standardization Organization, chooses a proper algorithm according to different circumstances and characteristics of data. The strategy designed by the paper can provide different levels of data privacy protection for different circumstances. Finally, the paper validates the entire strategy by simulating user data and circumstances of open platform.
