Design And Implementation Of Rural Public Management System

Advances in information technology has been brought by Modern market economy and fully open policy.Whether foreign or domestic,The rapid development of modern information technology provides a new ways and new possibilities to the Administrative disclosure.This paper aims to design and develop a platform of Administrative disclosure for township level government agencies. And it can ensure the township administration can truly comprehensive and timely public. It has better social benifit to maintaining social stability and maintaining a healthy and orderly conduct of the rural work.First the meaning and significance of the disclosure of the administrative affairs are reviewed.The status quo and problems of government affairs information are analysised.To solve these problems,studying with the town (township) government affairs,First an investigation is conducted for the Demand of platform for town (township) open government.service-oriented systems(SOA) based overall framework of the town (township) open government platform is designed.The functional structure of the system is planed.platform functionality ER diagram and related databases is designed based SQL Server database system. Finally, the B/S model town (township) open government platform is coded,debugged, tested,and released using the JSP language in MyEclipse integrated environment.Platform features include open government, public affairs,financial affairs,policies and regulations,law guide,electronic monitoring and according to the application. For special electronic surveillance module, a more practical and feasible idea of realizing the electronic surveillance is given.For the town (township) government’s insufficient hardware investment and maintenance costs, a design ideas of cloud-based government affairs platform is given.After testing, information browsing and open accordance to the application are completed in foreground of open government system.A variety of effectively deal with information on government affairs in the background of the system.the purpose of the town (township) open government has basically achieved. It has played an effective role paradigm on information technology of government affairs open for the towns and villages.
