In recent years, along with meteorological disasters occurred frequently, people begin to pay more and more attention to the weather, as a result, meteorological departments at all levels have increased efforts to develop the weather warning platform. The accuracy of meteorological disaster prediction deeply depends on the meteorological data, meteorological data source is now widely used mainly from automatic weather stations, lightning detection, satellite images and radar data. But obviously, these detection methods are dependent on the deployment of meteorological departments, however its coverage is limited, therefore, the accuracy of prediction to the meteorological disasters is not adequate. Meanwhile, in order to improve the efficiency of the weather warning, meet the need which to pass warning information to the masses in time, it is need to improve the existing weather warning means to avoid or reduce losses caused by meteorological disasters.The system uses Android platform equipment as weather warning terminal, the strategy which adopts real-time push technology combined with concept of user location information is presented to build an interactive weather warning system based on client/server architecture. In order to ensure the stability and timeliness of the weather warning information, the system utilizes adaptive persistent connection based on TCP technology. Meanwhile, weather warning is usually linked with user’s location, a dynamic location update algorithm is designed to match the user’s changing position. In this paper, participatory sensing technology is introduced into the business of weather warning system, proposed a way of people-centric weather participatory sensing, massively collects different regional meteorological monitoring data by users’ voluntarily submitting meteorological data collection of their smart mobile equipment. By necessary extension of sensors to external Android terminal itself, the system uses HTTP communication mechanism to upload users’collecting meteorological data. The system also uses widely Map technology to give a visual user interface of meteorological social share function by put all participatory sensing interesting draw points layer on ground layer of map.
