With the development of the micro sensor technology, using intelligent terminals which are embedded with sensors to obtain the surrounding information has become a reality. By using miniaturized, integrated sensor to collect meteorological elements and uploading them to the central server through the mobile intelligent terminal handling, it can be realized that wherever people live has a weather station. At present, most smartphones have pressure, temperature, humidity sensor, which has laid a solid foundation for application of the micro sensor about meteorological elements on the portable device. Everyone can use portable device to upload the meteorological observation data to the network of meteorological data. This will further expand the scope of the meteorological observation and obtain high density of space and time meteorological data. By this way, it can compensate the situation that some remote areas have not enough observation sites and the network of sites is sparse, at the same time, it can avoid deviation caused by insufficient meteorological data of meteorological service.Based on the above background and the framework system of participatory perception system, this paper designs and implements the participatory meteorological information perception system based on Android platform. The Android terminal application mainly divides into the design and implementation of data acquisition module, data preprocessing module, data communication module, database module and push message service module. Depend on the Android inside sensor data, extension sensor data, location data and photo image data as the main source of meteorological sensory data in the system, the Android terminal implements the main functions, such as data collection, data preprocessing, data uploading, data obtaining and data parsing. Participation awareness users use Android terminal’s sensors or extended sensors to collect the around meteorological data. Combining the real-time location information as well as their own description of the weather phenomena, such as images and text, the Android terminal preprocess the perception data and upload the data to the central server by means of wireless network, such as mobile Internet or Wifi. At the same time, users also can query on Android terminal application itself of the recorded history of the collected data, view the server-side data processing result, receiving server push environment perception tasks or warning messages and through the WebService way to obtain and display rich meteorological data, etc. Finally, through the test of the Android terminal application in the process of operation function, performance, and compatibility, the paper validates the terminal application in data acquisition, processing, and communications functions.
