The credit business was the most complex for decision, the most difficult for management, the most urgent for risk control and the most important profit of the Finance Bureau. The credit business contained multitudinous operation key point and huge information, and the business service cycle was very long. It needs to be restricted work flow process and built up the standard management. It will be limited us to make the scientific management and the integration decision analysis, and it also limited us to reduce the credit risk if we only depend the manual operation. Therefore, because of the finance reform deeply, commercial bank needs to establish and consummate the credit operation platform urgently, and also needs to establish the finance risk control, the business operation, the policy-making support and the automatic work in a unified way, to build up the credit management system.The purpose of YingKou Finance Bureau Microcredit Management System is to utilize information technology to carry out a complete administration of in order to be adapted to the requirement of administration of YingKou Finance Bureau. Its important functions include processing transaction data together, recording lend details and customer’s information, realizing the sharing of information, detecting important customers and the drawbacks in the policy of Microcredit Management System, controlling credit risks, providing policies and support for Finance Bureau, and making the loan approval, approving loans, post-lending Management systematically and scientifically.In this paper, Finance Bureau credit needs of business and computer technology, design and development of the Finance Bureau of Microcredit Management Information System, focusing on the completion of the systems analysis, system design and part of the system. Using Java language to program in the development platform of Eclipse, the whole system is on the basic of J2EE Framework, Hibernate technology and JavaScript technology. The system is developed using Spring component and Web Service technology.The system is based on client-centered management, microcredit management as the core to meet the credit intensive management and standardize the management of the needs of the business of microcredit will flow, and information flow for the integrated management of its core management thinking is the realization of the workflow management. The system will be applied across a number of departments. The system includes client management, credit information and systems management functions. The function modules close contact and cooperate with each other.
