With the development of mobile Internet technology, using mobile terminal is more and more popular among people. The emergence of all kinds of applications making the use of mobile terminal become more wider. The enterprise can also develop the use of mobile terminal heavily, so it can have good effect on the management of the enterprise. Therefore, the concept of Mobile Office appears. By using the mobile terminal, it can manage the enterprise more efficiently and it can increase the operation efficiency of the enterprise.Using the mobile terminal to manage enterprise can make the enterprise management more effectively. Changing the way of enterprise business into the application of the mobile terminal. Only the employee of the enterprise can operate the mobile terminal and using these applications. It can shorten the business time of the employee, saving cost and improve the efficiency of employee. However, the coin has its two sides, the problem exists when using the mobile terminal. How to manage these big amount of applications and how to assure the security of these applications are both questions need to be answered. Thus, it brings an idea that building special network to improve the security of the applications and it need to develop a corresponding system to manage the applications and web.The main idea of this paper is to implement a system named terminal network security management system. The system is based on Android system. The system consists two parts, a terminal network security management software and a system to manage the software. The terminal management software can do APN dial configuration and terminal security control to the mobile terminal, and the management system to manage the user identification and authenticate it. There are three parts are highlighted in the paper, they are Network Security Access module, Application Management module and Terminal Security Control module. The mobile terminal can access the enterprise private network from internet. Using dedicated APN technology access to GPRS Internet, it can build an encrypted tunnel between the enterprise private network and the operator’s network. It can achieve the goal to do point to point encryption between the mobile terminal and server.Thus, it can do logic isolation between the enterprise private network and the operator’s network, improving the terminal network security when do mobile office work. The main tasks of this paper is including requirement collection and analysis and system design and implementation.
