Nowadays, with the rapid development of mobile Internet and smart terminal technology, the demand of high data rate explode. The emphase of wireless communication gradually shift from voice service to high rate multimedia data service, and has strong aggregation, concentrated in the inside and outside hot region. At the same time, energy consumption and CO2emissions of the information industry is also increasing year by year, energy saving, emission reduction and energy efficiency optimization become the focus research of cellular networks. In this context, the third generation partnership project (3rd Generation Partnership Project,3GPP) in LTE-Advanced proposes heterogeneous network by adding concepts of low power node deployed in the traditional macro cellular network, ensure Energy efficiency and coverage.In this paper the heterogeneous deployment of LTE-A macro base station and PeNB co-exist scenario is studied. Based on the research status at home and abroad on sufficient investigation, the key technology of heterogeneous network and wireless network energy saving technology are introduced. In order to evaluate the performance of the algorithm, according to3GPP protocol, we choose static system-level simulation method to design and implement the LTE-A heterogeneous network downlink system-level energy efficiency evaluation platform, including network topology, channel modeling, radio resource management, inter-cell interference coordination and energy consumption modeling module. Base on the simulation platform, we evaluate heterogeneous network deployment and based on ABS (Almost Blanked Sub-frame) time-domain enhanced inter-cell interference coordination (eICIC) mechanism for the allocation of energy efficiency and get the energy efficiency optimization allocation criteria.In this paper, through the establishment of different types of base station energy consumption model in eICIC scenario, analysis the overall energy consumption area, combined with the analysis considering the interference of the system, the system capacity, the paper establishes the resource allocation problem is to maximize the energy efficiency of the system, and to solve the problem, put forward the PeNB resource scheduling algorithm for optimum energy efficiency. Simulation results show that, the algorithm can significantly improve the cell energy efficiency compared with the traditional strict scheduling algorithm, and maintaining the QoS of MeNB users.
