In response to the growing exponentially data business, traditional homogeneous cellular network is transforming into heterogeneous network, which can improve the network capacity, but then comes the severe problem of energy consumption. Many research institutions in the field of ICT have begun to discuss the evolution of "green communication" for the future cooperatively, the purpose of this paper is to study energy saving algorithm for heterogeneous networks.First of all, this paper proposes a new user access mechanism, which inproves the network energy efficiency significantly at the same time brings system load balancing, to a certain extent laying the solid foundation for subsequent system energy saving. In this mechanism, the user speed and position information are taken into account. On one hand,it can avoid base stations switching on or off frequently, on the other hand make the users in the best communication state, ensuring the user throughput.Secondly, this paper presents collaborative small cell switch on-off optimization algorithm, the process of base station activation and dormancy are described in detail, which can be can be divided into two stages. The first stage is the primary election for the active(sleep)base station, and the second stage is adjustment procedure through collaboration between base stations in order to make active micro base stations as few as possible, or the dormant micro base station as many as possible. In addition, this paper also considers the network coverage and interrupt probability performance to avoid cover hole problem due to switch off some base stations.Finally, by constructing dynamic simulation platform and selecting appropriate scene and configuration parameters, comprehensive evaluation about the effectiveness of the proposed algorithm has been carried on. Futhennore, we give the detailed analysis of all simulation results. Most important of all, the proposed algorithm can increase the system energy efficiency at the same time ensure users’ QoS requirement.
