Research On The Construction Of Community Public Libraries In Lixia District

In recently years, with the rapid development of China’s economy and the gradual transformation of government functions, the movement of mass culture based on community, not only become an important part of the people’s livelihood, but also become an important carrier of spiritual civilization in urban construction and factor of creating a civilized city. With the development of mass culture of community, community public libraries today has been experiencing a prosperity period by centralized operations from exploration period of depression.The number of community public libraries not only has rapid growth in nationwide,but also present lots of model which are high overall level in size and facilities in some advanced city. But there are also many problems about the construction of community public libraries,such as developmental delay、insufficient capital investment、lacking of management and maintenance, and the slow utilization rate. How to make the construction of community public libraries adapt to the development direction of today’s society, and meet the growing demand for people to read, is the problems that need our in-depth research and quick solution.In order to comprehend exactly the urban community public library (room)phenomenon in time,finding the crux of development bottlenecks,seeking appropriate good policy of development and ensuring its sustainable and healthy development, so that furtherly play an important role in meeting people’s cultural needs and building a harmonious society.The author conducted a field study in Guangzhou City Library, Shenzhen Library and the communities public libraries of both,and based on that,carried out an investigation in Lixia District of Jinan City,13neighborhood offices106communities and citizen by means of using access to relevant information, questionnaires, site visits, etc,including library premises area, managers, the quality of books, lending services, and readers group.And according to the survey results, analysis the necessity to construction of Lixia District community library’s/favorable conditions and the significance of construction. Secondly, the author illustrates the mode of the domestic community library construction and the mode of Lixia District community library which has been existing.And according to Lixia District actual situation, chose the model for its development:that is branch type to leading, JO type of assistance, neighborhoods and communities to supplement self construction mode.Finally, the author analyze the community library building experience for reference in advanced areas. And in connection with the lack of Lixia District Community Library Construction, put forward the corresponding coping strategies.Such as:Strengthen the government’s leading role,attract diverse social forces to participate;Cultivate high-quality management team, enhance the service capabilities;Strengthen the rule of law, protection of sustainable development;Focus on clients needs, innovative forms of service;Foster social read atmosphere, explore the residents’ interest in reading.Through the study of current library construction analysis, I hope that can provide a reference for the construction of community libraries of Lixia District.and library construction of urban communities.
