Design And Realize Of Harbin Investment Project Management Platform Based On Web

In December2012, Harbin municipal party committee, municipal government issued "work program for Harbin great investment industrial projects", which points out thesignificance of industrial project investment, and expounds the guiding ideology, basicprinciples, objectives, implementation steps and work requirements. In response to themunicipal party committee, municipal government called on, actively complete the tasks, webuilt in the great investment linkage platform with investment work leading group asoverview, each region and developer as the theme, and each investment promotion bureau assupplementary.Due to the platform involves to much departments, how to timely and effectively collectand organize the data, information of each investment promotion bureau, to strengthen theperformance appraisal of the investment promotion bureau has become an important problemto be solved. In order to solve the above problems, we researches the information technologymeans and technology in this paper, and decide to build a Web based system to solve theabove problems. Using network resources, the traditional manual work are passed tocomputers, and the network platform are used to solve all kinds of information storage,collection, summary and other issues.The realization of the investment project management platform is of practical andnecessary significance. Through such a platform, we can realize the overall planning andmulti-level management, resource sharing and classification integration, interact and worktogether, the combination of the whole supervisory and target evaluation.On the basis of above analysis, we identified in this paper, the main work is: design andimplementation Harbin city investment project management platform which is based on Web,and contains information collection, transfer, analysis and read, use, and data access. Thewhole platform is composed by project management system, resource management system,office management system, evaluation of statistical system, city leaders investmentinformation reference systems, and other systems and provides the interface development andsystem management functions. Each of these systems can be subdivided again multiple sub systems. This System is of B/S structure, using the current popular MVC framework SSH,Java technology is adopted to develop service side. Because there are working processeswhich need approval step by step, so we also introduced the workflow framework andtechnology, and analyzed and compared the existing workflow framework. In addition, therealso includes system integration, database connection pool, permissions and role managementand concurrency control technology, on the basis of "Harbin city industry project investmenttarget responsibility appraisal tentative method" and other documents and materials, give thedetailed analysis, design, and implementation of the Harbin city investment projectmanagement platform which has been carried on.The use of investment project management platform, is to build complete in Harbineffective over the years the city’s investment promotion and capital introduction database,through the platform provided by the data retrieval, statistics, report forms, print, and a seriesof functions, the investment promotion and capital introduction management personnel fromthe complicated data entry and manual calculation work, greatly improve office efficiency andaccuracy, establish emergency rapid response ability, information services and data supportfor the decision of leadership, strengthen the scientific of investment management, improvethe efficiency and level of investment management.
