With development of the information and communication technology, there is a great changein network environment such as the way of Internet accessing and the diversity of bandwidthresource. UserV’ demand is no longer limited to the traditional service provided bytelecommunications. The demand is varying from solely voice to multi-media and from a singleaccess network to multiple accessible networks by multiple terminals. The convergence technologyof heterogeneous networks and service provisioning is one of active topics in the field ofcommunications.This thesis at first provides a discussion on heterogeneous networking and service provisioningbackground, including emerging of converged services, technological concepts and implementationschemes, as well as the existing frameworks, the Web based service model, Web service enablingand IP messaging. Secondly, the thesis presents an analysis of the key technologies of servicescontrol platform, especially on platform opening and service logics execution environment. A toplevel architecture of the control platform is proposed, and the details are provided in QoSguaranteeing, function modules interworking with the short message system (SMS), and subsystemfunctions for service execution. The proposed design covers system components’ functionality,terminal accessing techniques, and memberV’ management for the emerging services of terminalgrouping.In the further, the thesis focuses on the implementation of service operation and control by twopoints, one for short message gateway and the other for terminal group management. It gives anoverall framework of SMS gateway, development by using virtual machine techniques. At last, thethesis discusses the implemented management modules for terminal group services, the servicelogics execution, flows of controlling, and a verification of Web-based enabling.
