Modern Service Industry(MSI) is a new service model, which is needed more and more at work and in everyday life, such as the distance education, electronic commerce, digital media, telemedicine and so on. With the wide range of applications and popularity, the development of MSI is now the focus of information and communication services. The establishment of an effective network architecture and modern management mechanism is worthy of further study, to make it achieve business integration through the integration of communication technology.In the next generation networks,with differences a variety of access networks coexist.At the same time,a customer has several kinds of terminals,so the unstable performance of heterogeneous networks and terminals and changing status of usrs would lead to the low QoS of VoIP and bad continuity of the telecommunication.To provide the customers with good In order to provide better continuity of service for users, we need to intelligent handoff between access networks and terminals according to the networks'real-time performance and the demands of users, which is of great significance in providing users with better service continuity and access diversity.To meet the MSI applications'demand on promoting VoIP service quality and ways, this paper researches and presents a user-oriented based implementation of intelligent handoff technique of VoIP with multi-converged terminals which can ensure the service quality and meet the demand of service continuity and access diversity, then sets up a test environment to verify and improve the functions.The first part in this paper summarizes the related research background and actuality to this project. In the second part, the intelligent handoff mechanism and the related protocol has been studied to provide a theoretical basis for the design of the system model and function module of the VoIP intelligent handoff system. Combined demands of voice service implementation in heterogeneous converged networks and typical system design models, the next part gives the user-oriented design of high quality voice service implementation system model based on modern service scenarios.The general design and detailed design of this system are given respectively in the following two chapters. The verification method and results are also explained in the sixth part. The last part concludes and outlooks this paper.The results show that in the paper, the proposed VoIP intelligent handoff system can user-orientedly provide users with better service continuity and access diversity and improve quality of VoIP service to meet the user's real-time demand.
