Old-fashioned manual billing methods become outdated due to their lower standards of security, efficiency, accuracy, as well as regulatory loopholes. The freight container billing system is a special kind of accounting systems, as it is not only required to meet the particular standards of the container shipping business, but also needs to be integrated with the financial system infrastructure. With increasing quality standards in business services and customer satisfaction, traditional manual billing can no longer satisfy the present business needs. A new billing system for container shipping operation is positioned to fully replace the traditional methods with higher efficiency, accuracy and security levels.From the perspective of software development, the design and implementation of a process-based billing management system by Dalian International Container Terminal, Inc.(DICT) for the seaport container shipping services is introduced. First, the features and advantages of DICT billing management system are reviewed and compared to other systems of this kind. The DICT container billing software’s system architecture and business solutions are then explained. Focusing on the software functionality, additional details of security management, billing management, report management of the DICT Billing System are discussed, covering the entire development process from project preparation, interface design, function design, to the software delivery preparation, online delivery and product support. Finally, the future trends and improvements opportunities of the billing system are summarized, providing for further refinement of the system functionality.The DICT container terminal billing management system was formally launched. Since then, multiple improvements and modifications have been made based on customer demands and their latest requirements. At present, when the DICT terminal is under full-load operation,6-8cargo billing windows are available, and up to4vessel client terminals are supported for simultaneous online billing services. The DICT billing management system is proven to fully meet the service requirements of the business. Consequently, customer experience has been greatly improved with overwhelmingly positive feedback received from DICT’s clients.
