Container terminal is developing towards professional and large at present. Traditional handwork and half handwork billing can't meet great Container terminal's operation. Container terminal need a full automatic billing and charging for system in order to solve the problems such as the inaccuracy of billing, it can't reflect terminal operation real time, and the low efficiency. So PLT developed the container terminal billing system, which is suitable for the condition of China and Dalian Port.We developed the system using Microsoft Visual Studio 2005 and basing on Microsoft .NET Framework 2.0. The system's database uses Oracle 10g. Now the system supports COSMOS and TOP+.The system can meet all the business of our users'. The system must support 4 million per year of terminals throughout being supported by two servers. There can be can be six to eight windows for cargo billing, and vessel billing supports 4 clients online at the same time. When calculating 1000 container's fee, average response time should be less than 40 seconds. The system is expansible, so user can add fee items easily. The system is retractable, so when terminal's throughout increases, user can add server to meet performance. In all of the container terminal's applications, the container terminal billing system is the crucial function. During working time server online time should be at least 99%. So maintenance time should be under 1 hour per week.The agreement management system can define the standard fee rate of port, the standard fee rate between the shipping company and their relative customers. It can also realize certain attendance functions (addition, delete, revise and search eg.)Billing system realize a system which combines making the users define clients standard fee, terminal's standard fee and vessel company protocol fee together. The system can transform operations in stack into billing items real time, such as the automatic fee of port basic business items, the real time fee of loading and unloading for the leaving vessels and so on.The system manages many functions, which includes standard fee, protocol fee, vessel billing, cargo billing, empty container billing, railway task billing, collecting account and printing bill. Under good condition it can realize billing, charging and transferring through internet and so on. In order to implement these functions and performance, cut cost, we use multi-threaded, COM+ and NHibernate during development.In the process of implementing this system, the author is involved in the entire process as a project manager, primarily responsible for project management, requirements analysis, system architecture design and the preparation of the core code.
