Facing increasingly serious traffic congestion and air pollution, many local governments believe that the rapid growth of private cars in this "contribution" is huge, so the "car restrictions" as one of the means in some cities developed. Media issues in practice have a key source of information is not clear, officials’ subjective words for many times, attention to public opinion is not enough.In order to improve the government’s problems, further improve the system of government information publicity and practice is the fundamental solution, the government also needs to enhance the consciousness and the ability of crisis public relations. Media should rely on the professional norms of news reports in to build a good communication bridge between the government and the public, pay special attention to the clarity of the information source, and reading of interviewees discourse rigour, and will reflect public opinion and guide public opinion in the equally important position to promote development of the situation.
