With the development of network applications, the number of various network service increasing, computer network management focus is shifting from the traditional network management network directing to service management of service-oriented. Service-oriented architecture (SOA, service-oriented architecture) to support service management to-end integration by cross-enterprise between business partners, provides a flexible business process model allows customers to respond quickly to new customers’ needs, new business opportunities and competitive threats for conventional heterogeneous network management system, so that it can collaborate with each other as soon as possible to form a logical whole, together provide more business management applications.In this paper, serivce-oriented network management, with the architecture of SOA, and Web Service, I completed service management interface information definitions, and simulation-based telegram node emulator. Managed network meet business growth and management needs, with good usability and interoperability with other systems, cross-platform.Through the research on service management interface, it forms a new generation of network management system,with the advantages that can not only inherit the traditional network independently controllable, and also can realize the sharing of network interoperability across platforms.The most important is the loose coupling. It is good for different platforms, different users who have different developing method,It provides a compatibility platform, promotes business integration management, enhances the good adaptability between enterprise,partners, It has accelerated the rapid development of the Internet age.
