Compared with the traditional social media, micro-blog is a new kind of social network and service mediation platform for information. The social characteristics of one-way follow and easy operation make the dissemination and diffusion of information become more rapidly and widely, especially for emergencies and social events. The birth of micro-blog widens the channel of information dissemination and sharing, and makes it gradually become one of the main platforms for information release and communication. Meanwhile its negative and bad sides also come, and spreading rumor, publicizing pornography and inciting to riot through the platform of micro-blog become easier and more violent. These malicious information may induce a serious threat to national order and social stability after fermenting and spreading on the platform of micro-blog.How to monitor the development trend of emergency, and early warn the outbreak of anomaly events through the platform of micro-blog becomes an urgent need of all governments. Under this background, combining the discipline of event’ s development and the social characteristic of event’ s evolution, a framework of event real-time monitoring which propagating on Chinese micro-blog is proposed, based on the theory of social sensor network. This framework includes several key modules, mainly for the data collection module, event processing module, hot topic module and visualization display module, and also puts forward three core algorithms, event similarity algorithm, event anomaly detection algorithm, and geographical location positioning algorithm. The results of experiments show that those algorithms have better performance, the accuracy of event similarity algorithm and anomaly detection algorithm reach86%and73.33%respectively, and geographical location positioning algorithm has higher "cost-effective" and lower complexity of implementation, all achieving the expected goal.Finally, according to the framework, an event real-time monitoring prototype system is developed and implemented based on the platform of SINA micro-blog. This system applies hybrid web crawler and the way of open API interface to realize data collection module, and also use a variety of way to display the analysis results of micro-blog event in multiple dimensions.In conclusion, this research is to explore the field of spatial-temporal correlation between the virtual social network and the real physical world, monitor and track the specific "event" on the platform of micro-blog, and locate the geographic position before it outbreaks, so as to provide early warning and technical support on emergency.
